Ethylene is a low-temperature refrigerated liquefied flammable gas with a high risk level and strict transportation control. The export process of ISO TANK has many links and is highly professional. It has strict requirements on tank safety, filling standards, document compliance, transportation stowage, and emergency management and control. In order to standardize export operations, avoid safety risks, eliminate customs declaration and shipping violations, and ensure the safety, compliance, and smooth shipment of goods, the precautions for the entire export process of ethylene tanks are summarized as follows.

1. Tank inspection and preparatory requirements

Tanks are the core carrier for the safe export of ethylene. Comprehensive inspection and compliance confirmation must be completed before export. Unqualified tanks are strictly prohibited from being put into shipment. The first is to ensure that the tank certificates are complete and valid, including special equipment inspection certificates, ISO tank fitness certificates, non-destructive testing reports, annual calibration data, etc. All certificates are within the validity period, and the tank number and parameters are consistent with the filing information. The second is to check that the appearance of the tank is intact, without deformation, cracks, corrosion, or damage; the valves, emergency shut-off devices, safety relief valves, pressure gauges, and liquid level instruments are functioning normally and have passed the calibration. Third, the sealing structure is intact, and the flanges, gaskets, and joints are not aged or loose, eliminating the risk of micro-leakage. Fourth, the low-temperature insulation system is normal and the vacuum cooling performance reaches the standard, which can meet the long-distance transportation conditions of low-temperature ethylene. Fifth, the tank should be clean and dry. Use high-purity nitrogen to replace it in advance to remove air, moisture and impurities. The oxygen content should reach the standard to prevent the formation of explosive mixed gases.

2. Safety precautions for filling operations

Ethylene filling is a high-risk explosion-proof operation and must be standardized in a dedicated explosion-proof area. First, strictly control the filling amount, control the filling coefficient in accordance with specifications, strictly prohibit overfilling or full filling, and reserve a temperature expansion margin to prevent pressure increase and overpressure during transportation. Second, the temperature and pressure inside the tank are monitored throughout the process, and over-temperature and over-pressure operations are strictly prohibited. 3. Export documents and customs declaration compliance requirements

Ethylene belongs to a class of high-risk export hazardous chemicals, and the accuracy of the documents directly affects customs declaration, release and shipping stowage. Enterprises must ensure that the complete set of information is true, consistent, and valid. Basic information includes export contracts, invoices, packing lists, bill of lading information, Chinese and English SDS (GHS standards), and dangerous goods classification appraisal reports. Special information includes dangerous package use identification results sheet, ISO tank suitability certificate, tank inspection documents, transportation filing information, etc. During the declaration process, the hazardous attributes of UN1038 and Category 2.3 flammable refrigerated liquefied gases must be truthfully declared. Under-reporting, concealment, mis-reporting, and general declaration are strictly prohibited to avoid customs refunds, cargo deductions, fines, and shipping companies' refusal to load. All document names, parameters, weights, and tank information must correspond one-to-one to avoid data conflicts.

4. Domestic short-distance transportation and shipping precautions

Short-distance transportation from the factory to the dock requires vehicles with hazardous chemicals transportation qualifications and professional escorts. The vehicles are equipped with explosion-proof, anti-static, and fire-fighting facilities, and the entire process can be monitored by GPS. During transportation, drive smoothly, avoid sudden braking, high speed, bumps, avoid densely populated areas, and stop transportation in bad weather. After arriving at the terminal, strictly follow the terminal's dangerous goods management system for entry, weighing, inspection, and storage. The tanks should be placed stably, away from open flames, heat sources, and prohibited goods, and wait for loading. Shipment operations must comply with maritime and terminal dispatch throughout the entire process, and lashing, fixing, and securing must be standardized to prevent displacement and collision during shipping.

5. Maritime stowage and ocean transportation control

For sea transportation of ethylene tanks, you must choose a shipping company with liquefied gas carrier qualifications and complete dangerous goods declaration and maritime filing in advance. Stowage strictly follows IMDG rules and is limited to the cabin area. It is kept away from the engine room, living area, heat sources, power sources and oxidizing and highly reactive cargo, and a safe isolation distance is maintained. During the voyage, the ship maintains dynamic monitoring of the tank status and ambient temperature, pays close attention to the weather and sea conditions, and promptly strengthens inspections when encountering severe sea conditions such as strong winds and huge waves to prevent problems such as leakage, pressure increase, and abnormal frosting. Logistics tracking, track records, and status feedback are maintained throughout the entire process to ensure that the transportation process is controllable and traceable.

6. Precautions for customs clearance and delivery at the port of destination

After the goods arrive at the port, a full set of customs clearance information in Chinese and English will be compiled in advance to cooperate with the customs and commodity inspection inspection work at the destination port. The handover can be completed only after on-site verification of the tank appearance, lead seal, and completeness of markings, and confirmation that there is no damage, no leakage, and no abnormalities. During operation and transportation, sufficient leak-stopping tools, protective equipment, and fire-extinguishing equipment should be provided. If any abnormality occurs, the site should be isolated as soon as possible, personnel should be evacuated, fire sources should be cut off, and pressure and temperature should be reduced to prevent secondary accidents caused by blind handling.
